THIS CHAPTER ADDRESSES FIVE ASPECTS OF THE STRATEGIC PLANNING OF HIGHER EDUCATION IN VIETNAM: THE VISION OF HOW THE SYSTEM WILL BE POSITIONED IN THE FUTURE; THE GOALS OR OBJECTIVES FOR ATTAINING THE VISION; THE PROCESSES AND TACTICS FOR ACHIEVING THE GOALS OR OBJECTIVES; THE PLAN FOR RESOURCING THE STRATEGY; AND THE MECHANISMS FOR EVALUATING PROGRESS. COMPARISONS ARE MADE WITH STRATEGIC PLANNING FOR HIGHER EDUCATION IN THAILAND AND SINGAPORE.
