THE ELECTRONICS INDUSTRY IN VIETNAM CONTINUES TO EXPERIENCE BOOMING DEVELOPMENT WITH FURTHER INVESTMENT FROM MANY MULTINATIONAL CORPORATIONS (MNCS). THIS INDUSTRY USES HIGH TECHNOLOGY BUT EXPLOITS AN ABUNDANCE OF LABOUR, IN THAT THE GOVERNMENT ALWAYS ENCOURAGES IT TO INVEST IN NOT ONLY MANUFACTURING, BUT ALSO RESEARCH AND DEVELOPMENT (R&D) ACTIVITIES IN VIETNAM. MEANWHILE, THE SECTORS DOMESTIC COMPANIES DO NOT SEEM TO HAVE CAUGHT UP WITH THE INDUSTRYS DEVELOPMENT IN THE COUNTRY. THIS STUDY FOCUSES ON HR MANAGEMENT FOR INNOVATION TO CATCH UP WITH BOTH MNCS AND MARKET REQUIREMENTS. THEREFORE, WE RESEARCH THE SUCCESSFUL AND IMPEDING FACTORS THAT IMPACT HUMAN RESOURCES INNOVATION, INCLUDING INTERNAL AND EXTERNAL MECHANISMS, TO DISCOVER AN EFFECTIVE LINK BETWEEN FIRMS WITH LOCAL RESOURCES, SUCH AS UNIVERSITIES, BUSINESS DEVELOPMENT SERVICES AND BUSINESS ASSOCIATIONS. THE STUDY SUGGESTS THAT THE GOVERNMENT NEEDS TO HAVE EFFECTIVE POLICIES TO SUPPORT ENTERPRISES IN ENHANCING THEIR HR RESOURCES, TECHNOLOGICAL CAPABILITIES AND INNOVATION. 2017 KOREAN SOCIETY FOR INNOVATION MANAGEMENT AND ECONOMICS (KOSIME).
